ATA Carnet Updates: Italy and China

Share This:

The ICC World Chamber Federation, the organization that administers the ATA Carnet system, has released two country-specific operational changes relating to the usage of the ATA Carnet.

Italy

Inland Customs ports in Italy will no longer be using the re-exportation vouchers and counterfoils to clear temporary exports leaving inland ports. The Customs officers will require blue transit vouchers and counterfoils according to articles no. 70 and no. 91 of the Italian Customs’ instructions. USCIB has advised that the counterfoil that shows the transit discharge, as completed by the Customs officers in Italy or at the EU border, will serve as acceptable proof that the goods on the ATA Carnet have been re-exported. Please note this means that the blue transit counterfoils and vouchers are crucial evidence of re-exportation should a claim be received.

China

China is expanding the scope of acceptable goods on ATA Carnet to include sporting goods. Per the General Administration of Customs of the P.R. China Announcement No. 193 of 2019, “Sports requisites and other articles for use in sports contests or demonstrations or for training could be cleared under ATA Carnets as of 1 January 2020.” While not as broad an expansion as the acceptance of professional equipment and commercial samples that China announced a year ago, this change demonstrates significant growth potential for ATA Carnet in China. Please be aware that China still requires that only one intended use is indicated in Box C on the ATA Carnet green cover. This means that when applying for an ATA Carnet for China you can only select one intended use.

This information comes to us directly from U.S. Council for International Business, the appointed ATA Carnet national guarantee association for the United States.
