The United States Council for International Business (USCIB) has informed us that effective April 1, 2017, all ATA Carnet Preparers that have a horse(s) entered on their general list will be required to complete and submit an ATA Carnet Horse Questionnaire along with any related supporting documentation before the ATA Carnet can be issued. USCIB recommends Preparers use the Fédération Equestre Internationale (FEI) database as a tool to assist with the validation of the value of the horse(s) in addition to the questionnaire. As most of you are aware, on November 4, 2015 the Federal Maritime Commission issued a Final Rule involving various aspects of its regulations affecting Ocean Transportation Intermediaries (OTIs). As part of the Final Rule, the Commission now requires for the first time that OTIs renew their license every three (3) years. 46 C.F.R. §515.14(c).
